ATC Commercialization, Has It Been Effective?

MBS Ottawa, with cooperation of The School of Public Policy at George Mason University, The Maxwell School of Syracuse University and McGill University Centre for Research on Air and Space Law; has produced a ground-breaking study on the effectiveness of commercialized Air Traffic Control providers. As of 2005, over forty countries have commercialized their air navigation service providers including Australia, Canada and the U.K; however, the U.S. with the largest and most complex Air Traffic Control organization in the world, has maintained this function in a government department. Has there been a difference in performance? Three new bodies of work were developed for this 2006 study: A set of legal descriptions for each commercial ANSP;* trend analysis of key performance areas; and interviews with over two hundred experts world-wide. The commercial air navigation service providers in the following countries participated: Australia, Canada, France, Germany, Ireland, Netherlands, New Zealand, South Africa, Switzerland and the United Kingdom. The FAA participated to provide an example of a government department. The study deals with the governance structure and institutional frameworks of air navigation. It includes consideration of the freedoms, powers and authorities of the ANSP; its board structure and relationship to government, and the legislated and regulatory frameworks, it does not include the internal management structure and processes.
