Glen McDougall, President,
With over thirty years of experience in government, transportation, and management innovation, Glen brings to his work a broad range of expertise and authority. A former Director General and Special Advisor for the Government of Canada, he has extensive experience in public service innovation, results-based management, and air navigation commercialization. He has held senior positions in Transport Canada, Treasury Board Secretariat, and at the R.C.M.P. He holds a M.Sc. in Economics from the London School of Economics and a B.Sc. in Mechanical Engineering from the University of Toronto where he received the Wilson Medal and Holden Medal for academic excellence. He is the recipient of many awards and commendations including the Minister of Transport's Medal for Excellence in the Public Service. He is recognized internationally as an expert on air traffic control commercialization and management reform. Glen has served as the Vice-Chairman of the Government of Canada's Management Board overseeing the implementation of SAP in the federal government and until recently was on the Board of Directors of the Performance and Planning Exchange, a think tank on performance measurement made up of public and private sector members. He is Senior Fellow of the School of Public Policy at George Mason University, Virginia, U.S.A. and sits on the Board of Directors at Center of Air Transportation Systems Research at George Mason University. Glen is also an Academic Fellow of AirNeth in association with the University of Amsterdam, The Netherlands. Glen is motivated by a strong belief in the potential of innovative public management and modernization of governance while protecting the public’s interest. His focus is on finding optimum governance structures for delivery of public services and on performance and results management. Glen is bilingual English/French. Current Activities Glen is President of MBS Ottawa Inc. a consulting firm specializing in Transportation Policy. He is regularly engaged as a consultant in the United States and Europe and has most recently added Asian and African speaking engagements to his international schedule. His recently completed policy research project entitled "Air Traffic Control Commercialization Policy: Has It Been Effective?" has been met with enthusiastic acclaim for its factual and unbiased nature. This project was a joint project between MBS Ottawa and George Mason University, and has the backing of the International Air Transport Association (IATA), the Civil Air Navigation Services Organization (CANSO), NAV CANADA, Transport Canada, the Government Accountability Office (GAO) in the United States, the European Commission, the Civil Aviation Authority in the UK, several Air Navigation service Providers (ANSPs) in other countries. Bob Armstrong, ATC Operations Specialist Bob brings with him thirty-seven years of experience with the Canadian Air Traffic Services. Before entering the consulting field, Bob was the head of Air Traffic Services’ System Effectiveness for NAV CANADA, In l966 Bob began his career as an air traffic controller. He has held VFR Tower, Terminal Control Unit and IFR Enroute air traffic control licenses. He has also worked as an Automation Training Specialist and an air traffic control instructor. Bob’s education includes three years of study in Computing Sciences at Carleton University in Ottawa as well as studies in Senior Transportation Management. He has held various positions of authority in Transport Canada and NAV CANADA including Manager, Special Projects, Operations where he provided operational input on organizational issues and the development of an air traffic control workload measurement tool to enable increased employee productivity and reduce labor costs. ............................................................................................................................................................................................................................................................... Dianne J. Tomkins, P.Eng., Senior Analyst Diane is a Professional Industrial Engineer with over twenty years of diverse experience in the public and private sector. She has made significant contributions at the senior management level in the transportation field. Her work on business intelligence, management reform, human resources, technical modernization and organizational change in the areas of marine, rail and aviation make her a superb senior analyst. Diane’s experience as a consultant on Training and Risk Management, Communications and Change Management, Financial Information Strategy for the R.C.M.P. compliment her human resource experience. Kris McDougall, B.A., Research Director Kris joins us as a founding member and Director of MBS Ottawa. She brings with her over twenty years experience in sales, marketing and research. Formerly a successful small business owner, Kris has been involved for many years in educational publishing with Pearson Education Canada in a sales and marketing capacity. Kris is also an experienced media relations person working on radio, newspaper and television. Her writing has appeared in numerous newspapers throughout Ontario and in Country Living Magazine. Kris has been very active in her community serving as a volunteer director on the boards of several charities in Eastern Ontario where she has contributed her skills as a special events coordinator, fundraiser and public relations person. Kris has studied at London University (Queen Mary’s College) England and Carleton University, Ottawa, Canada where she received a B.A. (distinction). |
