MBSOttawa is an aviation consulting business based in Eastern Ontario.  We specialize in the development of performance indicators, management performance tools, culture change, and all other aspects of commercialization of air navigation services.

Principal consultant, Glen J. D. McDougall, is an internationally recognized expert in transportation finance and management performance.  His experience as Deputy Chief Negotiator, Transport Canada, in charge of the privatization of Canadian air traffic control services from a government function to an independent not-for-profit, make him uniquely qualified to guide changes in aviation management.  NAVCANADA is the only totally privatized air traffic control system in the world.  The success of this project has been dubbed the Maple Leaf Solution by the international press and its ground-breaking success represents a significant accomplishment in world-wide aviation.

In addition to his hands on experience, Glen brings with him a passion for the world of  transportation that stems from his train engineer grandfather and his commercial pilot father.  His own public service of over thirty years took him through the rigors of road safety, aviation policy and transportation management in all its aspects.  His recent work for the R.C.M.P. finance called on him to develop innovative new technological applications to aid in assessing funding allocations where they were of the most use to that police force.


Glen has worked in the transportation field in England, Australia and Canada.  He has done work for the World Bank in South America on aviation issues and consults regularly in the United States.  He considers it a great asset to have the advice and knowledge of a vast array of international colleagues who share his interest in aviation management reform.
MBSOttawa is presently spearheading a study into the effectiveness of the various forms of commercialization that have taken place world wide.
